NOTICE OF TWO SEPARATE PUBLIC HEARINGS
BEING ONE BEFORE THE LOOMIS PLANNING COMMISSION AND ONE BEFORE THE LOOMIS VILLAGE BOARD OF TRUSTEES ON THE SIMS’ SHOP EZ REHABILITATION PROJECT REDEVELOPMENT PLAN PURSUANT TO THE NEBRASKA COMMUNITY DEVELOPMENT LAW
Notice is hereby given that the Planning Commission of the Village of Loomis will hold a public hearing on Thursday, September 28, 2023, at 7:00 p.m. to obtain public input on the Village of Loomis Sims’ Shop EZ Rehabilitation Project Redevelopment Plan for the real estate described in this notice pursuant to the Nebraska Community Development Law.
Notice is also given that the Village Board of Trustees of the Village of Loomis will hold a public hearing on Thursday, September 28, 2023, at 8:00 p.m. to obtain public input on the Village of Loomis Sims’ Shop EZ Rehabilitation Project Redevelopment Plan for the real estate described in this notice pursuant to the Nebraska Community Development Law.
The hearings will be held in the Loomis Community Building, 201 Clifton Street, in Loomis, Nebraska, 301 Commercial Street in the Village of Loomis, Nebraska.
The property affected by this notice is described as:
Tract 1:
A tract of land located in the SW1/4NE1/4 of Section 20, Township 6 North, Range 19 West of the 6th P.M., Phelps County, Nebraska; more particularly described as follows and assuming the South line of said NE1/4 bears S88°34’19”W, commencing at the C 1/4 corner of said Section 20; thence N00°07’55”E, 467.47 feet on the 1/4 Section line to a point on the extension of the North R..O.W. line of Old Highway No. 23, now Clifton Street; thence S88°23’46”E, 249.09 feet on said North R.O.W. line to the SW Corner of a tract of land recorded at the Phelps County Register of Deeds in Book 66 at Page 80; thence S88°17’28”E, 208.57 feet on said North R.O.W. line to the SE Corner of said recorded deed, said point also being the True Point of Beginning; thence S89°03’26”E, 50.03 feet on said North R.O.W. line to a point; thence N02°52’03”E, 284.91 feet to a point on the South R.O.W. line of Nebraska Highway No. 23, as it now lays; thence N66°28’10”W, 53.44 feet on said Highway R.O.W. line to the NE Corner of said recorded deed; thence S02°52’03”W, 305.45 feet on the East line of said recorded deed to the True Point of Beginning. Said tract containing 0.34 +/- acres formally known as Tri-County Ditch and conveyed to W & L Kerst, Inc., by Quitclaim Deed filed for record on June 28, 1983 in Deed Book 59, Page 582, in the Register of Deeds office, Phelps County, Nebraska, Subject to County Road R.O.W. and any easements of record.

A tract of land located in the SW1/4NE1/4 of Section 20, Township 6 North, Range 19 West of the 6th P.M., Phelps County, Nebraska; more particularly described as follows and assuming the South line of the NE1/4 bears S88°34’19”W, commencing at the C 1/4 corner of said Section 20; thence N00°07’55”E, 467.67 feet on the 1/4 Section line to a point on the extension of the North R.O.W. line of Old Highway 23, now Clifton Street; thence S88°23’46”E, 249.09 feet on said North R.O.W. line to the SW corner of a tract of land recorded at the Phelps County Register of Deeds in Deed Book 66 at Page 80; thence S88°17’28”E, 208.57 feet on said North R.O.W. line to the SE corner of said recorded deed; thence S89°03’26”E, 50.03 feet on said North R.O.W. line to the True Point of Beginning; thence N02°52’03”E, 284.91 feet to a point on the South R.O.W. line of Highway No. 23, as it now lays; thence S66°28’11”E, 555.20 feet on said R.O.W. line to a point S1°19’10”W, 71.50 feet on said R.O.W. line to a point, said point also being on the North R.O.W. line of Old Highway No. 23, now Clifton Street; thence N89°03’26”W, 521.71 feet on said North R.O.W. line to the True Point of Beginning. Said tract contain 2.13 +/- acres, formally known as a tract of land lying East of Tri-County Ditch and South of the new State Highway No. 23 and Burlington right-of-way and North of the Old State Highway No. 23 conveyed to W & L Kerst, Inc., by Warranty Deed filed for record on June 29, 1981 in Deed Book 58, Page 190, in the Register of Deeds office, Phelps County, Nebraska, Subject to County Road R.O.W. and any easements of record.
A copy of the Village of Loomis Sims’ Shop EZ Rehabilitation Project Redevelopment Plan together with a map of the Redevelopment Area is on file and available for public inspection in the office of the Village Clerk at Village Hall, 301 Commercial Street in the Village of Loomis, Nebraska.
A copy of the Cost Benefit Analysis required pursuant to Neb. Rev. Stat. Section 18-2113 is a part of the Loomis Sims’ Shop EZ Rehabilitation Project Redevelopment Plan, and available for public inspection in the office of the Village Clerk of the Village of Loomis.
All interested parties shall be afforded at such public hearings a reasonable opportunity to express their views respecting the proposed Redevelopment Plan.
